Qualification:

• Any Bachelors degree in IT/ Computer Applications from a recognized university / Institute
• Over 15 years of experience in the IT function of large organizations preferably in a CMM Level 5/ Big IT consulting firm.
• Proven record of leading a large team consisting of IT and technology software and hardware experts
• Proven record implementing technology specific systems and solutions across multiple areas of a single organization
• Proven experience in managing programs that consist of different inter-dependent projects with diff implementation cycles, partners and models.
• Experience in Vendor management, change management in designing the structure and/or executing those programs in an organization

Desirable:

• Masters in Business Administration/ Management programmes from leading Management institutes
• PMP (Project Management Professional) Certification or equivalent preferred
• Experience in e-Gov domain/ public sector process automation.

Job Purpose:

-Head Solution Delivery instead, to oversee applications which are under development and incorporation of modification/ changes in already rolled out applications. 

-He will lead the ECI solution delivery encompassing IT Strategy Implementation & Governance.

-Program Management & Information Security; Ensure integrated planning & delivery across all project tracks being undertaken under the aegis of ICT Division.

Key Responsibilities:

The Solution Delivery Lead will be responsible for the whole of a project from inception through to completion and will be the team member responsible for the full delivery.

Head Solution Delivery is expected to be able to accurately gather requirements from the ECI, create a plan, manage the project delivery with an adhoc team of business experts and IT resources and to deliver the project on time. 

He will also be expected to take part in the implementation of third party applications.

Through the lifecycle of any project Head Solution Delivery will develop and create the relevant documentation including project plans, risk, assumption, issue and decision logs, action logs etc. He will be prepared to work in an agile manner while delivering solutions within the ECI.

He will be responsible for the task allocation to various members of the ICT Team and will be responsible for the progression of these tasks. 

He will manage the team members in conjunction with their Team leads and Enterprise Architects and will ensure the team works collaboratively and effectively.

Oversee the development & implementation of an Enterprise-wide Disaster Recovery & Organization Continuity Plan.

Ensure robustness and security of ECI in-house applications from potential security breaches and hacking

Take an active role in recruitment of incumbents into the team.

Foster an environment of learning, excellence and innovation within all aspects of team work

Ensure Third Party Solutions selected by ECI are securely integrated with ECI application through establishment of secure data access points.

Oversee the selection of outsourced vendors related to technology being integrated in solutions under development and ensure performance monitoring & issue resolution of selected vendors

Provide training of all the IT applications developed and to be deployed to all the State Level master trainers O&M and Project Managers.

Other roles as assigned by the ECI for the Project.
